Philadelphia's death row of 134 men and women is larger than that of 42 states. A non-binding moratorium on the death penalty passed by Philadelphia City Council in February has been ignored by local prosecutors and the state.
An acknowledged death penalty expert, Dunham is Director of Training for the Capital Habeas Corpus Unit of the Defender Assoc. of Philadelphia - Federal Court Division. Its privately funded project, The PA Capital Representation Project, represents indigent inmates.
